Thanks to intervention of Baron Ishii I have at le t succeeded in obtaining consent of Japanese Goverment to deportation of Thakur and Gupta. Following is arrangemen agreed upon. They will be deported on a Japanese steamor bound for Hong-Kong direct if posible but as these boats are few and far between more probably for Shanghai. 24 hours notice will be given to men here just before sailin of ship and if they should refuse to embark they will be forcibly put on board. They will be carefully guarded dur- ing tis interval and should ship touch at any Japanese port on the way no communication will be allowed between men and shole. I am telegraphing to Sir J. Jordan to ask him to beg His Lajesty's Consul-General at Shanghai to malte all arrangements to deal with men on arrival and I shall inform him as soon as I learn name or ship. No doubt Gov- ernment of India will send him instructions as to what to do with men once they are landed and in custody. I shall of course communicate with xGovernment of Hong-Kong in tase men should be sent by direct steamer but other is more likely.
